COMMUNITY FORUM FOR ECONOMIC DEVELOPMENT

CFED meets on Tuesday, October 16, 7:00 PM, at the Minority Health 
Coalition Office, LaSalle Square, Western Avenue.

At the meeting, members of the Community Forum will elect our new 
Coordinating Committee. If you have not yet joined, ask for a membership 
form. You must be a member to vote.

STAND UP AND SPEAK OUT

The Studio Art Center is presenting a 2-hour youth oriented variety show 
entitled "Stand Up and Speak Out" on Friday, October 19, at Northside 
Hall, IUSB, at 6:00 PM.  

Stand Up and Speak Out is an opportunity for youth to artistically 
express concerns about the teen violence and gang activity which affects 
their lives and futures. The show includes scenes from the musical play 
"West Side Story" and a time for the youth to honor family members of 
those touched by teen violence.  

Studio Art Center, the producers and performers would appreciate your 
attendance at this event.  We believe it will be a wonderful show. There 
will be singers, dancers, poets, rappers and art exhibited by area 
middle school and high school students.

SOUTH BEND MAYORAL DEBATE

The candidates for Mayor of South Bend, Stephen Luecke (D), Juan 
Manigault (R) and Tom Brown (G) will participate in a debate at Indiana 
University at South Bend. This is the first time a Green has run for 
mayor in Indiana.

The debate will be held in the campus auditorium, Northside Hall, 
Tuesday, October 23 from 6:00-7:30 PM.

The event is sponsored by:

* League of Women Voters of the South Bend Area,
* American Association of University Women,
* Women's Alliance - a Healthy Communities Initiative,
* American Democracy Project, IU South Bend, and
* Political Science Club, IU South Bend.

JOBS WITH JUSTICE ANNUAL DINNER

The St. Joseph Valley Project will sponsor the 9th Annual Jobs &Justice 
Dinner on Tuesday, October 30.

The event will be held at the South Bend Firefighter Association Hall -- 
4025 LWW, South Bend. A social hour will begin a 6PM and the Dinner at 
6:30 PM.

The keynote speaker for the event will be Reverend Darren Cushman Wood, 
author of "Blue Collar Jesus."

Achievement awards will be presented to :

- Bonnie Bazata, Bridges out of Poverty
- Marguerite Taylor, Northeast Neighborhood Council
- Trin Alfaro, USA Local 9231
- Reverend Hardie Blake, Men of Scars
- Teresa Ghilarducci, Higgins Labor Research Center

Tickets for the event will be available at the next meeting of the 
Community Forum for Economic Development (CFED) -- October 16 at 7 PM, 
Minority Health Coalition Office, LaSalle Square. You may also call 
574-287-3834 for information or to reserve a ticket. Student tickets are 
$15; Individuals are $30; and, two or more tickets - $25 each.

The Community Forum will reserve one or more tables of 8; if you join 
CFED tables, your dinner cost will be $25.

The St. Joseph Valley Project is a grassroots coalition that lists three 
goals on its website:
1. Saving and creating jobs with dignity and wages that improve the 
quality of life in our communities;
2. Environmentally sustainable and socially responsible development; and,
3. Economic and social justice for working people in the region.

GREEN UP! STEP IT UP!

Organizers are completing arrangements with South Bend city officials 
for the Green Up! Step It Up! rally on November 4.

Unless plans change, students from IU, Notre Dame, St. Mary's and other 
colleges will march to the Jon Hunt Plaza at Morris Civic Center 
downtown and hold a rally.  Time to be announced.

Various groups will send speakers to share information and materials. 
Please come as a demonstration of our concern for the health of our 
environment and to show our commitment to finding appropriate energy 
sources, reducing carbon emissions and improving quality of life. Our 
voice will be stronger and our commitment more convincing with greater 
numbers.

People across the U.S. are participating in actions sponsored by "Step 
It Up 07" to communicate to our governmental leaders the need to take 
action now.

GREEN CANDIDATE KATHLEEN PETIJEAN ASKS FOR VOLUNTEERS

Attention Indiana Greens and progressives:

Green candidate for South Bend's 1st district city council seat, 
Kathleen Petitjean, is on the ballot and in a two-person race against a 
center-right Democrat. We are optimistic that Kathleen can get a 
significant percentage of the vote and show people true progressive 
candidates are to be reckoned with. This is a great opportunity for 
Greens to make our presence known and help build some momentum towards 
2008 elections.

We already have commitments of help from several prominent progressive 
Democrats and have had numerous pledges of help from members of the 
community.

Please consider joining us during the last 3 Saturday's - Oct 20, 27, 
and Nov 3 - leading up to the election on November 6. We'll be 
canvassing the first district from 2-4pm in pairs, rain or shine.

The plan is to just drop flyers at houses - there is no need to ring the 
doorbell or engage people in conversation. If 12 people hit 10 houses 
every 15 minutes for 2 hours, we should reach our goal of 2,000 homes in 
the 1st district.

In 2003, the total number of votes cast for city council in the 1st 
district was less than 2,000. The incumbent Democrat ran unopposed.

If you or someone you know can make the trip, please let us know ASAP.

Again, the dates are the next three Saturdays: Oct 20, 27, and Nov 3.

* Oct 10: Community Benefit Agreements, 1/2.

Madeliene Janis-Apparicio tells us how organizers in the one of the 
poorest and neglected communities in Los Angeles force the City of Los 
Angeles and developers to negotiate enforceable agreements that benefit 
the community directly, not just the politicians, the developers and 
huge corporations.

Melchor De Guzman, PhD, presents a persuasive case for civilian review 
of the South Bend police.

Professor Mel de Guzman studies police behavior and community oversight 
of the police. de Guzman received a PhD in criminal justice in 2001 from 
the University of Cincinnatti. His dissertation was on the integrity, 
legitimacy, effectiveness and impact of civilian review boards.

Dr. de Guzman has unique experience with community oversight of the 
police. He was the secretary of the Senate Committee primarily 
responsible for writing the legislation which reorganized the Phillipine 
National Police and which strenghtened citizen review of the police there.

Dr. de Guzman has lectured at the Phillipine national police college and 
at the Indiana Police Corps in Plainfield, IN.

Please note Prof. Guzman is no longer at IUSB. He is now at University 
of Tennessee at Chattanooga in the graduate school of criminal justice.

* GreenTV's last show on Comcast channel 99 is Wednesday, November 7.

Comcast closed the public access studio on September 28, and is taking 
programs off the air gradually. By December, public access broadcasting 
on Comcast cable will go dark. GreenTV plans to reincarnate, possibly by 
the new year, on the Internet. When an inaugural date is set, GreenNotes 
will announce it.
